"We the UAE 2031" is the latest chapter in a continuous line of UAE national planning that began with the 2005 National Work Program and has run through the UAE Government Strategy, UAE Vision 2021, the National Agenda 2021, the UAE Centennial 2071, and the 2021 announcement of the Principles of the 50. Unveiled under President HH Sheikh Mohamed bin Zayed Al Nahyan and Vice President and Prime Minister HH Sheikh Mohammed bin Rashid Al Maktoum, the document is explicitly framed as a decade-long bridge toward the Centennial 2071 goal of the UAE becoming the world's leading nation.

The vision is organized around four national priorities, each labeled "Forward" — Forward Society, Forward Economy, Forward Diplomacy, and Forward Ecosystem — each with clear focus areas and measurable targets.

Flagship Projects: What's Being Built and Where

"We the UAE 2031" sets a headline target of doubling national GDP from roughly AED 1.49 trillion to AED 3 trillion, and much of the near-term execution is visible through emirate-level economic agendas and named infrastructure programs.

Dubai's D33 in particular is explicit about private-sector participation, targeting AED 1 trillion in private-sector investment over the decade alongside simplified licensing tools such as a unified commercial license and sandbox structures for emerging technology.

What This Means for Family Offices and Private Capital

Because the UAE is already the GCC's most diversified economy, Vision 2031's targets read less as a diversification mandate — the way Saudi Arabia's or Oman's do — and more as a competitiveness mandate.

The Forward Economy pillar's emphasis on the UAE becoming "the first destination for R&D investment" and "an attractive incubator for future innovators and entrepreneurs" reinforces a trajectory already visible on the ground: the continued growth of DIFC and ADGM as fund domiciliation hubs, and an accelerating inflow of global family offices relocating principals and capital to Abu Dhabi and Dubai.

For private markets investors, that means the opportunity set is less about first-mover access and more about scale, speed, and precision in an already-crowded, sophisticated market.
